創新工場董事長李開復日前呼籲，政府重視高科技產業，並提出改善創業七藥方，筆者相當感佩。

七藥方的第一條：引進領導型創業人才，這也能適用在台灣生技產業，需要一位卓越、有遠見的創業生物科技領袖，如當年李國鼎先生，帶領我們的生技產業創造奇蹟。

有了人才、創意，更需要資金創業。台灣應將自有的生態環境系統（Eco System）和國際接軌，國內廠商考慮在國外設分公司要花成本，只有設立「虛擬公司」，才是最快利用到國際資源的方法。

所謂「虛擬生態系統」 是指：獨特的創意↓產品原型↓測試↓申請專利↓創投加入↓大量生產↓獲利↓成為新產業。

在台灣最重要的，是資金的入注和資源的整合。
